If you do not have a bell on your bicycle... YOU ARE BREAKING THE LAW!!!
Last year the government decided that, rather than enforcing existing traffic laws and setting bike lanes apart from other vehicular traffic, it would be easier to pass legislation mandating the use of bells and lighting equipment for bicycles.
I hadn't heard much more about it until I came across this little blurb from the Taiwan Randonneurs Association:

It's the law to have bell with you when you ride! So if you want to join the race, you need to have it with you or they won't let you race!
